সম্রাট আকবরের আমলে ভূমি জরিপ কাজ শেষ হবার পরে ১৭৮৭ সালে মিঃ লিন্ডসে সিলেট অঞ্চলে জরিপ করেন এবং খাজনা পুনঃনির্ধারণ করেন। ১৮৮৫ সালে বঙ্গীয় প্রজাস্বত্ব আইন জারি কালে সিলেট তার অর্ন্তভূক্ত ছিল না। তাই সিলেট জেলা সিএস জরিপ কার্যক্রমের আওতাভূক্ত হয়নি। জমিদারী অধিগ্রহণ ও প্রজাস্বত্ব আইন জারি হওয়ার পূর্বে প্রজাস্বত্ব আইন ১৯৩৬ এর ১১৭ধারা মোতাবেক ৭ জুন ১৯৫০ সালের আরএস ৩৬১৫ নং বিজ্ঞপ্তির মাধ্যমে সিলেট জেলায় প্রথমবারের মত ক্যাডাস্ট্রাল জরিপের মাধ্যমে রেকর্ড তৈরির কাজ শুরু হয়। ১৯৫৬ সালে আরএস ৪৫১১ নং বিজ্ঞপ্তি জারি করে এই জরিপ কার্যক্রমকে ১৯৫০ সালের জমিদারি অধিগ্রহণ ও প্রজাস্বত্ব আইনের অধীনে এসএ জরিপ কার্যক্রমে অর্ন্তভূক্ত করা হয়। ফলে সিলেট জেলায় এসএ জরিপটি ছিল একটি নিয়মিত ক্যাডাস্ট্রাল জরিপ।
এসএ খতিয়ান এক পৃষ্ঠার ল্যান্ডস্কেপ বা ডানে-বামে আড়াআড়ি হয়। এই খতিয়ানের অধিকাংশই হস্তলিখিত, তবে ঢাকাসহ পার্শ্ববর্তী কিছু এলাকায় প্রিন্টেড এসএ খতিয়ান পাওয়া যায়। এই পর্চায় বেশিরভাগ ক্ষেত্রেই অংশীদারদের ষোল আনা অংশ প্রাপকদের মাঝে পৃথকভাবে উল্লেখ করা হয়নি। উপরের বাম পার্শ্বে সাবেক এবং এর নিচে হাল লিখে খতিয়ান নম্বর লিখা থাকতে পারে কিংবা শুধু সাবেক লিখা থাকতে পারে। সর্বশেষে মন্তব্য কলাম ও তার পার্শ্বে রাজস্ব কলাম অবস্থান করে।
